The best sites I’ve found on Mac software development include Cocoa Dev Central which has tutorials on various cocoa features. And of course Steven Frank’s wonderous wiki CocoaDev!

NIB4J is an app to use interface builder to layout your Java apps.

A site I’ve not read, but has articles on Cocoa is called StepWise. How about a graphing/plotting library? Cocoa/Perl? CamelBones. Cocoa/Python? PyObjC. A replacement splitview for cocoa apps. CocoaDevFaq might be a little outdated. Wanna write a game? Unity is a game dev environment. Cool looking. And Apple has a lot of new sample code on their dev site.
